in 1990, Jeffrey Douglas founded Douglas Property & Development as a Florida brokerage with an emphasis on identifying and unlocking assets' unseen value. After 37 years, DPD's commitment to value-add is still unique among brokerages and has positioned the company as a state leader in entitling & permitting large master plans & subdivisions. Today, Jeffrey operates the company alongside his son Walker in a partnership that has produced $148.1M for its clients since 2016.

Institutional Land Disposition

DPD takes on complex land assets for institutional owners and runs the full cycle of entitling, permitting, leasing, and disposition.

Operating Minnesota Power's ALLETE portfolio in Florida from 2017-2026, DPD produced an average of $9M in annual revenue and brought a vacant downtown to life for Palm Coast families. DPD collaborated with local and state leadership to introduce 2 graduate medical schools, a regional tennis center, and a subsea cable landing station, along with housing variety, restaurants, and walkable gathering spaces.

Land-Use Entitlement

Rezoning, master-planning, and securing development agreements is complex, and no two municipalities have the same process. We can tailor your land's allowable uses to the market, increasing value and liquidity.

Permitting

One step beyond Land-Use Entitlement, acquiring "shovel ready" permits for raw land requires surveying & civil engineering, geotechnical analysis, wetland avoidance & preservation, and submittals that involve local, state, and sometimes federal reviews. DPD manages the entire process with a team of preferred vendors, delivering shovel-ready land.

Development

The final stage turns raw, permitted land into a finished product with roads, utilities, and stormwater infrastructure. DPD oversees the process directly, delivering subdivision phases or commercial pads, and providing landowners with board representation in their subsequent Property Owner's Associations and Community Development Districts.
